Organizational Setting
In light of the country’s expected accession in 2028, FAO is supporting the Ministry of Agriculture, Forestry and Water Management of Montenegro in aligning its policy framework to European Union standards with special attention to the Common Agricultural Policy (CAP) through the project TCP/MNE/4001 “Support to smallholder livestock farmers through FFSs and development of the national cattle breeding strategy”. As part of this initiative, the Organization aims to improve farmers’ understanding of future CAP-related requirements, support mechanisms, eligibility criteria, environmental standards, and administrative framework to allow them a faster and smoother adjustment to the new obligations. This should contribute to increasing farmers’ awareness and understanding of future CAP requirements, direct payment schemes, and available support measures, thereby improving their preparedness for EU accession. Preparedness and informational campaign is planned for 2026 for better information sharing and preparedness among smallholder farmers and other relevant actors, which should translate complex policy concepts into practical and understandable information.
Reporting Lines
Under the overall supervision of the Budget Holder and Lead Technical Officer, and in close cooperation with the FAO project team, National Programme Coordinator, the Ministry of Agriculture, Forestry and Water Management of Montenegro, the CAP expert, and communication and media consultant engaged under the project, the Graphic Designer will support the implementation of the CAP Preparedness and Informational Campaign in Montenegro through development of visual communication and visibility materials adapted to farmers and rural communities.
Technical Focus
The Graphic Designer will identify and develop the visual identity and graphic style of the CAP preparedness and informational campaign in line with FAO visibility guidelines; work in close coordination with the CAP expert and communication and media specialist to ensure alignment between visual presentation and approved technical messaging; create functional, clear, and farmer-friendly visual communication materials that support the translation of technical and policy-related information into clear, practical and visually accessible materials that help farmers and rural stakeholders understand future CAP-related requirements, opportunities and obligations.

- social media visuals;

- step-by-step guides

- ensuring that the layout fits the audience (from a technical, professional and cultural standpoint) by adapting technical and policy-related CAP content into visually accessible and understandable formats for non-technical audiences;
- ensure consistency of visual identity and branding across all campaign outputs and communication channels;
- using fresh and attractive templates that are in line with related products and FAO’s corporate identity;
- ensure timely delivery of high-resolution print files, editable source files, and web-optimized versions of all finalized materials;
- support visual preparation and adaptation of materials for outreach events, media activities, and public awareness actions where required;
- provide regular updates on completed activities and outputs;
- carry out other graphic-design-related tasks relevant to the implementation of the CAP awareness campaign, as requested by FAO.

Deliverable 1: Visual Toolkit and Design Templates
- Campaign visual identity and branding package developed and approved by FAO;
- Visual toolkit developed, including design templates, layout standards, branding elements, and visual guidelines for use across campaign materials and communication channels approved by FAO.
- Development of a CAP information and awareness package, including at least:
- 20 social media visual assets suitable for dissemination through digital communication channels as per FAO request;
- 5 infographics and other simplified visual communication materials explaining key CAP concepts, support mechanisms, eligibility criteria, direct payments, and compliance requirements as per FAO request;
- Design and layout of factsheets, FAQs, brochures, leaflets, and other informational materials as requested by FAO.
- Design and preparation of visual materials supporting outreach events, information sessions, stakeholder engagement activities, media appearances, and public presentations;
- Design and layout of banners, roll-ups, billboards, presentation materials, and other visibility products required for campaign implementation as per FAO request and approved by FAO.
- Adaptation of campaign visuals for both digital and print use completed as required throughout campaign implementation by FAO;
- Print-ready, web-optimized, and editable source files delivered to FAO for all finalized materials;
- Final package of all graphic materials, editable source files, design templates, and visual assets submitted to FAO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
General requirements:
- University degree in graphic design, visual communications, multimedia design, fine arts, or related fields;
- At least 5 years of relevant professional experience in graphic design, visual communication, branding, or development of communication materials;
- Limited knowledge (level B) of the FAO language used in the office;
- development of visual identities and branding packages;
- design of communication and visibility materials for digital and print use;
- preparation of social media visuals, infographics, brochures, banners, and outreach materials;
- Strong knowledge of visual communication approaches suitable for public awareness and outreach campaigns;
- Proficiency in professional graphic design software and tools (e.g. Adobe Creative Suite or equivalent);
- Ability to translate technical or policy-related content into visually clear and accessible formats suitable for non-technical audiences;
- Experience working with international organizations, donor-funded projects, public institutions, or awareness campaigns is considered an asset;
