Organizational Setting 
In light of the country’s expected EU accession in 2028, FAO is supporting the Ministry of Agriculture, Forestry and Water Management of Montenegro in aligning its policy framework to European Union standards with special attention to the Common Agricultural Policy (CAP) through the project TCP/MNE/4001 “Support to smallholder livestock farmers through FFSs and development of the national cattle breeding strategy”. As part of this initiative, the Organization aims to improve farmers’ understanding of future CAP-related requirements, support mechanisms, eligibility criteria, environmental standards, and administrative framework to allow them a faster and smoother adjustment to the new obligations. Preparedness and informational campaign is planned for 2026 for better information sharing and preparedness among smallholder farmers and other relevant actors, which should translate complex policy concepts into practical and understandable information.

The campaign will combine digital communication, media outreach, informational and capacity development activities, and local engagement to communicate complex CAP-related topics in a practical, understandable, and farmer-oriented manner.

As part of the campaign implementation, FAO seeks to engage a photographer-videographer to support development of visual and multimedia communication materials adapted to farmers and rural stakeholders across Montenegro.
Reporting Lines
Under the overall supervision of the Budget Holder and Lead Technical Officer, and in close cooperation with the FAO project team, National Programme Coordinator, the Ministry of Agriculture, Forestry and Water Management of Montenegro, the CAP expert, and communication and media consultant, graphic designer and CAP expert engaged under the project, the Photographer and Videographer will support the implementation of the CAP Preparedness and Informational Campaign in Montenegro through development of visual communication and visibility materials adapted to farmers and rural communities.
Technical Focus 
Photographer and videographer will support implementation of the CAP Preparedness and informational Campaign in Montenegro through production of high-quality visual and multimedia communication materials aimed at improving farmers’ understanding of the European Union Common Agricultural Policy (CAP), future obligations, support mechanisms, and alignment requirements linked to EU accession.

The photographer-videographer will support the development of practical, accessible, and farmer-oriented communication products adapted for digital communication, media outreach, public awareness activities, and outreach events organized within the campaign.

All audio visual products will be developed based on communication concepts, key messages, and scripts approved by FAO and prepared in collaboration with the Communications and Media Specialist and CAP Expert.
Tasks and responsibilities
Filming and photography tasks:
  • Document CAP awareness activities, outreach events, interviews, information sessions, field visits, and farmer engagement activities with photography and videographer services; 
  • Produce high-quality interviews with farmers, experts, institutional representatives, agricultural stakeholders, and other relevant actors involved in the campaign; 
  • Capture B-roll footage illustrating agricultural activities, rural livelihoods, farming practices, outreach activities, and institutional engagement relevant to CAP preparation and awareness; 
  • Produce video materials adapted to communication with farmers and rural communities (for example for social media); 
  • Record high-quality audio interviews and capture relevant ambient sound materials where applicable; 
  • Where relevant and approved, undertake aerial/drone footage in compliance with applicable national regulations; 
  • Ensure regular backup and organized submission of all raw footage and photo materials to FAO. 
  • The preferred recording format is HD (1920 x 1080) or higher.
Post-production tasks:
  • Edit video materials in a clear, engaging, and farmer-oriented manner aligned with campaign objectives and approved communication approaches; 
  • Incorporate graphic elements, titles, subtitles, logos, campaign branding, and text-based messages in line with FAO visibility requirements; 
  • Prepare and finalize: 
  • short educational and informational videos; 
  • interview-based videos; 
  • short social media video versions adapted for digital dissemination; 
  • event and outreach visibility videos where required; 
  • Prepare subtitles in local language and English if requested by FAO; 
  • Provide up to three rounds of revisions and adjustments based on consolidated feedback from FAO and project partners; 
  • Undertake all necessary editing, sound adjustment, color correction, and finalization of outputs; 
  • The recording of the footage as well as the production of the video should be in line with FAO video production guidelines:
  • For adaptation to social media (1:1 or 9:16 aspect ratios) comply with FAO Social Media Branding Guidelines:

Photography tasks:
  • Produce high-quality photo coverage of campaign activities, outreach events, field visits, interviews, and farmer engagement activities; 
  • Edit and submit selected high-resolution photographs in compliance with FAO visibility and communication standards; 
  • Ensure that photo captions include date, location, names/titles where relevant, and short contextual descriptions. 
Photo deliverables should:
  • be submitted in high-resolution JPEG format; 
  • include web-optimized versions where requested; 
  • maintain professional documentary/photojournalistic standards; 
  • avoid excessive editing or manipulation.

KEY PERFORMANCE INDICATORS:
Following final approval by FAO, the Consultant shall submit:
  • finalized edited videos in all required formats; 
  • social media video versions; 
  • all raw footage and editable project files; 
  • complete archive of photographs and captions; 
  • organized shot lists and descriptions of filmed materials if requested by FAO.
Expected outputs:
Deliverable 1: Production Planning Package
  • Production plan, filming schedule, interview formats, concepts, storyboards, and shoot lists prepared in cooperation with Communication and Media Specialist and CAP expert and approved by FAO.
Deliverable 2: Farmer Preparedness Audiovisual Package
Development and production of audiovisual materials supporting farmers’ understanding of CAP requirements and preparedness for EU accession, including at least:
  • 3 educational/informational videos (approximately 30–90 seconds);
  • 2 interview-based videos featuring farmers, experts, institutional representatives, or other relevant stakeholders;
  • social media adaptations of produced video materials;
  • high-quality B-roll footage illustrating farming activities, rural livelihoods, outreach activities, and other campaign-related themes.
Deliverable 3: Photo Documentation Package
Photo documentation of campaign activities and outreach actions, including at least:
  • photo coverage of 2 outreach events, information sessions, or campaign activities;
  • farmer portraits and stakeholder photography if relevant;
  • field photography illustrating agricultural production and rural communities;
  • 50 edited high-quality photographs with captions and descriptions.
Deliverable 4: Final Archive Package
Submission of a complete archive approved by FAO containing
  • finalized video products in formats requested by FAO;
  • raw footage and editable project files;
  • photographs and captions;
  • subtitles where applicable;
  • metadata, shot lists, and supporting documentation;
  • organized archive of all materials produced under the assignment.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
General requirements: 
  • At least 5 years of relevant professional experience in video production, filmmaking, photography, multimedia storytelling, or related fields; 
  • Demonstrated experience in production of communication and awareness materials for development projects, public institutions, international organizations, or public campaigns; 
  • Proven experience in filming interviews, field activities, public events, documentary-style content, and short-form social media content; 
  • Working knowledge (Level C) of English is desirable.
  • Experience with Adobe Creative Cloud, Apple’s Final Cut Pro, or similar top-tier professional video editing software.
  • Availability of professional filming, editing, and photography equipment; 
  • Experience working with UN agencies, donor-funded projects, or international organizations is considered an asset; 
  • Excellent organizational, communication, and coordination skills.
