Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a worldwide provider for sustainable development which assists the German Government in achieving its objectives in the field of international cooperation.

GIZ is implementing a project which supports the Western Balkans governments (WB6) in regional cooperation for EU integration. In this context the project also supports the EU EMPOWER ME initiative, which focuses on specific support to the Government of Montenegro. One objective of this initiative is to strengthen Montenegro’s strategic leadership in the EU accession process by providing high- level advisory support and fostering institutional capacities. At the same time, the project aims to enhance technical expertise across key institutions through targeted assistance and improved coordination mechanisms, enabling Montenegro to meet closing benchmarks and accelerate reforms on its path toward EU membership. The project is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development and implemented by GIZ.

Support by GIZ is provided along the following areas (GIZ Action / Project):
 
  • Strengthen institutional leadership and decision-making in Montenegro’s EU accession process through high-level advisory services, organizational capacity development, and regional dialogue formats, enabling the Government to steer and coordinate reform efforts more effectively.
  • Enhance technical capacities of public institutions by delivering tailored expert support, improving inter-institutional coordination, and assisting with the fulfilment of EU accession benchmarks, with the goal of equipping Montenegro to successfully manage the final phase of the integration process.
For the abovementioned project, GIZ is looking for a Technical Advisor.
Your tasks:
Responsibility for the planning, coordination, and implementation of technical assistance measures for strengthening the capacities of public institutions in Montenegro for EU accession. including
  • Assisting partners in identifying capacity gaps and proposal of tailored solutions to strengthen institutional readiness for EU accession.
  • Conceptualization and implementation of technical assistance measures (drafting terms of reference, preparing contracts, coordinating consultants, etc)
  • Managing relations with and between partners
  • Supporting the organisation of high-level events and workshops.
  • Supporting knowledge sharing, documentation, and reporting to capture lessons learned and good practices.
  • Providing necessary information for monitoring to the monitoring advisor and contributing to operational steering.
Your qualifications/competences:
  • University degree in political science, law, public administration, or related field.
  • At least 5 years’ professional experience as an advisor, or equivalent function.
  • Min. 3 years of professional experience in international development cooperation / working for EU, international organizations, or in a related setting.
  • Experience working with a wide range of stakeholders, especially from public institutions, including high-level officials.
  • Experience in organization of large physical and online events.
  • Very good working knowledge of EU- Integration related processes and of means for capacity development.
  • Fluent written and oral knowledge of English and local language.
  • Ability to express complex content in a clear and concise manner, verbally and in writing.
  • Strong social skills and competence
  • Excellent MS Office skills (Word, PowerPoint).
  • Experience with GIZ and EU-funded projects will be considered an asset.
