Project: RCEI

The Regional Cooperation for EU Integration (RCEI) project is dedicated to enhancing regional cooperation among Western Balkan authorities in their EU accession journey. Its primary goal is to foster joint action among state actors and to promote sustainable cooperation among the six Western Balkan countries (WB6) through strategic measures and instruments that aim to consolidate the EU accession process in key areas.

Despite varied progress in their accession efforts, the WB6 countries share numerous common challenges, particularly in economic and political reform and public administration. The RCEI project addresses these challenges by coordinating, advising, and supporting various regional institutional networks. These networks unite representatives from national institutions to discuss, exchange, and decide on crucial EU-related topics and project measures.

Additionally, the RCEI project supports the implementation of the EU4Digital initiative, which aims to accelerate digital transition in the Western Balkans. The overarching goal of EU4Digital is to enhance digital connectivity and facilitate the accelerated integration of the Western Balkans into the EU Digital Single Market.

Through these efforts, RCEI is committed to advancing regional cooperation and supporting the Western Balkans' path towards EU integration.

This phase of the project will last until 8/2027. The initial contract duration will be one year.

The “RCEI” project seeks a new Administration Specialist in Montenegro to complete the existing team of Finance and Administration in Albania, Kosovo*, Montenegro, North Macedonia and Serbia.

A. Responsibilities

The Administration Specialist will be responsible for:
providing support in ensuring that financial and administrative regulations are complied with GIZ PuR and local legislation of country of assignment.

B. Tasks

The Administration Specialist will perform the following tasks:
  • Ensures full compliance with internal auditing rules by carrying out in-depth checking of vouchers submitted for processing; by preparing of service contracts or procurement of goods.
  • following the internal regulations on logistics and event organizations.
  • Insures the tax calculations according to the local legislation.
  • Follows up on all receivables with partner organizations and reminds them for the expected action to be taken.
  • Organizes adequate filing system structure and files documents properly for easy retrieval.
  • Advises partners and experts on accounting and financing procedures.
Required qualifications, competences and experience:

Qualifications
University Degree or master’s degree in accounting or commerce or related field from a recognized college.
At least 5 years of experience as a finance or administration specialist or related field in an international organization.

Professional experience
  • Minimum 5 years of relevant work experience. Previous work in same area with an international organization project would be an advantage.
  • Professional experience within the field of Finance and in administration, in Finance and financial documentation procedures, familiarity with procurement rules.
  • Other knowledge, additional competences
    • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office)
    • fluent written and oral knowledge of the European language widely used in the country and a working knowledge of English; German language is an asset.
    • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
