full-time employment
in Podgorica
to complete the existing team of Legal Advisors in Albania, Kosovo*, BiH, North Macedonia, Montenegro and Serbia.

The people of the EU and the Western Balkans region have traditional, long-standing ties. The EU has supported many reform activities in the Western Balkans during the last two decades. Despite this, addressing reforms in the rule of law, fundamental rights and good governance remains the most pressing issue for the Western Balkans and a great concern for the global community (European Commission, 2018).The Western Balkans (consisting of Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia) continue to face major challenges in the area of the rule of law and specifically irregular migration and trafficking in human beings. This is particularly true for law enforcement and justice institutions tasked with combatting organized crime in general and particular trafficking in human beings. In order to address these challenges, the Federal Ministry for Economic Cooperation and Development (BMZ), the European Commission (EC), the Italian Ministry of Interior and Ministry of Foreign Affairs of the Kingdom of the Netherlands are jointly funding the project EU4FAST-WB.
The project provides support in three key areas:
- Operational support (Strengthening the operational capabilities of Western Balkan law enforcement and security authorities to fight serious and organised crime focused on THB – Outputs 2)
- Strategic cooperation (Supporting the relevant authorities to effectively participate in and contribute to EU and intra-regional cooperation structures and assessments – Output 2)
- Coherent and efficient victim support linking state and non-state actors according to human rights approaches
- Strategic support to Border Police and Border surveillance with elements of anti-corruption adhering democratic policing principles
- This phase of the project will last until 5/2027. The initial contract duration will be one year.
A. ResponsibilitiesThe Legal Advisor will be responsible for:
- Advising Montenegrin project beneficiaries in the area of serious crime, THB, irregular migration,
- Cooperation and coordination of/with the Project Embedded Country Team (Expert Prosecutor, Police expert, technical adviser - victim protection) regarding concrete case support
- Planning and implementing GIZ activities
- Building and maintaining relations with national authorities
- Representing the project
B. Tasks
- To consult and coordinate efforts of and with the Embedded country teams (with the Project Expert Prosecutor and the Project police expert on his/her daily work, with a focus on establishing and maintaining contacts to the local authorities (Output 1)
- To strengthen the involvement of beneficiaries in the European Multidisciplinary Platform against Criminal Threats (EMPACT) and to support implementation of activities (Output 2)
- To provide input in the project activities output 3 and 4 (victim support and Border Control / Surveillance) as necessary.
- To identify needs and support beneficiaries in developing proposals for the capacity building of the counterparts within the police and judicial regarding enhancing knowledge in organized crime, migrant smuggling and trafficking in human beings
- To support beneficiaries in participating in and contributing to EU Justice and Home Affairs activities in coordination with EU agencies linking the national authorities and enabling them to enhance their capacities in light of EU.
- Support the development of capacities of organized crime, Service of Foreigner Affairs, border police, judicial authorities linking them to the project activities with a specific focus on referral mechanism for victim support.
- Contribute to the monthly reports and monitoring and evaluation by the Embedded Country Team to the Management Team Project expert Prosecutor and the Project Police Expert and Technical Adviser
- Monitor the development, implementation, and results of activities in close consultation with counterparts.
- promote and represent the project to the outside, in particular to local authorities, the EU delegation, Embassies, other donors/implementers, during conferences, workshops, etc. according to the communication guidelines of the project.
- establish and maintain contacts to all relevant national and international project partners.
Qualifications
University degree in law or criminalistics or security related studies. A postgraduate degree in criminal law, security studies or a relevant field or a Bar exam would be an advantage.
Professional experience
- Minimum 3 years of relevant work experience (international legal cooperation). Previous work with an international justice reform project, the prosecution office, Service for Foreigner Affairs and/or on EU/IPA projects would be an advantage.
- Professional experience within the field of law enforcement and/or justice in the area of migrant smuggling and trafficking in human beings
- very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office)
- fluent written and oral knowledge of the European language widely used in the country and a working knowledge of English.
