WBROLI Programme Operations Coordinator Scope of Work

Chemonics seeks an Operations Coordinator for the UK Government-funded Western Balkans Rule of Law Initiative. The WBROLI Operations Coordinator will report to the Operations and Finance Manager (OFM) and provide administrative and operations coordination to WBROLI programme team for day-to-day operations, logistics, activity fund developments, and procurements, ensuring compliance with Chemonics corporate and HMG donor requirement. This position will be based in Montenegro but will offer support across the Western Balkans region. We are looking for individuals who are passionate about strengthening criminal justice systems and generating long-term change.   

The Programme Operations Coordinator will be based in Podgorica, Montenegro, but will provide support for the programme across the Western Balkans. We are looking for people who have a good eye for detail, experience in fund management, programme compliance, event management and procurement and are very well-organized.

Responsibilities include:
Activity Fund and Project Coordination Responsibilities
  • Support Project Managers in Scope of Work design, events invitations and logistics, meetings scheduling and coordination with local, regional, and international vendors.
  • Support Project Managers in Activity fund management: drafting Activity fund contracts and reviewing milestone documentation.
  • Coordination of consultants’ engagement which includes negotiation of rates, contract preparation, timesheet coordination, coordination of flights, accommodation, transport, invoices, subsistence and timesheets in cooperation with Operations team.
  • Supporting Operations and Finance Manager, as well as Project Managers in budget forecasting exercises, including leading the update of the Activity Fund tracker by collecting information from team members and verifying with the Operations & Finance Manager, DC/London colleagues, and Team Lead.
  • Supporting with due diligence for programme partners, including liaising with embassies and the DC/London contract compliance team, as appropriate.
Procurement and Administrative Responsibilities
  • Coordinate all programme team procurement exercises under the Activity Fund, including procurements for awardees, such as government entities across the Western Balkans.
  • Coordinate all programme team travel arrangements including flight bookings, transport, accommodation, etc. in cooperation with the Operations and Admin assistants.
  • Coordination and organisation of programme events including venue hire, invitation management and other logistic arrangements alongside programme management colleagues in Kosovo and Montenegro.
  • Coordinate and supervise work tasks for Operations assistant and Admin assistant based in Kosovo and Montenegro.
  • Coordination of all procurement exercises and general offices coordination in cooperation with Operations team.
  • Maintenance of contracts database, procurement tracker and inventory list.
  • Organising and scheduling meetings
  • Support Finance Coordinator in records management, in particular for consulting agreements, procurements, and awards under the Activity Fund
  • Support programme office staff in IT issues
  • Propose and implement new ways of efficient working, in cooperation with Operations and Finance Manager through Monday.com
Qualifications
  • Ability to work in a diverse, multicultural environment.
  • Outstanding verbal and written communication skills.
  • Minimum of 5 years relevant work experience
  • Good attention to detail and strong organisation and coordination skills.
  • Montenegro citizen/resident (required).
  • Ability to work effectively, independently, and in a team environment with a broad range of local and international personnel and partners
  • Demonstrated working knowledge of accounting systems and software applications, including, MS Word, MS Excel and other project databases.
